Kumamoto City Creates LGBT Handbook for City Officials

At a press conference on August 8th, Kumamoto City Mayor Onishi Kazufumi announced the creation of a handbook aimed at educating city officials about LGBT issues. The city hopes the move will promote proper understanding of LGBT issues and allow the city to better support these citizens.

The handbook contains fundamental information about sexual minorities and explains how to correspond with such individuals at consultation counters.

Notably, the handbook also contains guidelines to follow in the event of a disaster, drawing upon examples from the 2016 Kumamoto earthquake, where issues arose regarding the use of toilets and bathing facilities at evacuation shelters.

Kumamoto city is the first municipality in Kyushu to create such a resource. The city plans to publish the handbook on its homepage.

Mayor Onishi said of the handbook, “I hope that it will be useful not only in city offices but for the purpose of public awareness.” In regards to comments made by Sugita Mio in her magazine contribution, the mayor said, “It’s apparent that she lacks an understanding of minorities.”
